Appendix 2 – Proposals where objections are recommended to not be upheld and are proposed to be implemented as advertised
1. Site 2 Dorset Road South, Bexhill (Councillor Ian Hollidge)
1.1 The proposal at this location is to extend the no waiting at any time restriction and reduce the bay lengths by 0.5m-1m outside no. 20 in accordance with the Traffic Regulation Order (TRO).
1.2 Two objections have been received from local residents on the grounds that it will remove too much parking and would not improve things for the resident who requested it. One item of support was received for this proposal.
1.3 The proposal follows a request from the resident to shorten the bays as they are having difficulty entering and exiting their driveway.
1.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
1.5 Councillor Hollidge has replied to confirm their support for the recommendation.
1.6 Recommendation: To not uphold the objections and install the proposal as advertised.
2. Site 3 Gunters Lane, Bexhill (Councillor Abul Azad)
2.1 The proposal at this location is to install no waiting at any time restrictions on the east side of Gunters Lane between the pedestrian crossings, on the west side north of the bus stop clearway and at the entrance to Bexhill Academy.
2.2 Five objections have been received from residents on the grounds that vehicles will be displaced into The Highlands estate and Poplar Close. Four items of support were received for this proposal.
2.3 The proposal follows a request for yellow lines to improve the flow of traffic.
2.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. Whilst it is acknowledged that some displacement of vehicles may occur the proposed double yellow lines will improve the traffic flow in the area.
2.5 Recommendation: To not uphold the objections and install the proposal as advertised.
3. Site 4 Turkey Road, Bexhill (Councillor Abul Azad)
3.1 The proposal at this location is to install no waiting at any time restrictions at the junctions on Turkey Road with Gunters Lane and The Highlands, with an extension east from The Highlands.
3.2 Eight objections have been received from residents on the grounds that vehicles will be displaced into The Highlands estate. Nine items of support were received for this proposal.
3.3 The proposal follows a request to improve safety and ease congestion along Turkey Road.
3.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. It is understood that displacement parking may be caused by the introduction of parking restrictions, but the location ranked high enough through our prioritisation process, and there is a need to increase road safety in the area.
3.5 Recommendation: To not uphold the objections and install the proposal as advertised.
4. Site 5 Jubilee Road, Mount Idol View and Pankhurst Rise, Bexhill (Councillor Abul Azad)
4.1 The proposal at this location is to install no waiting at any time restrictions along the west side of the north end of Jubilee Road, along the north side of Mount Idol View, along the west side of Pankhurst Rise and at the junction of Pankhurst Rise/Pankhurst Close.
4.2 Seven objections have been received from residents on the grounds that the proposals will displace too many vehicles, removes too much parking and the vehicles parking on the pavement are not an incumbrance for pedestrians. Two items of support were received for this proposal.
4.3 The proposal follows a request from Sussex Police for restrictions to aid buses and prevent vehicles from parking on the pavement.
4.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
4.5 Recommendation: To not uphold the objections and install the proposal as advertised.
5. Site 6 London Road, Bexhill (Councillor Charles Clark)
5.1 The proposal at this location is a TRO amendment to ensure the no waiting at any time markings and blue badge bay are enforceable. Following the introduction of Civil Parking Enforcement (CPE) in Rother district in 2020 the restrictions were not included in the map-based order and the TRO amendment is required to legally enforce the marked restrictions on the ground.
5.2 Four objections have been received from residents on the grounds that it removes their available parking, devalues their properties and they would have to park far from their homes, along with complaints about the original consultation for Combe Valley Way. One item of support was received for this proposal.
5.3 The proposal follows a need to correct the TRO and a request from the bus services to enable buses to access the traffic lights and enter London Road from Combe Valley Way.
5.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
5.5 Councillor Clark has not replied to provide their views regarding the recommendation.
5.6 Recommendation: To not uphold the objections and install the proposal as advertised.
6. Site 7 Reginald Road, Bexhill (Councillor Ian Hollidge)
6.1 The proposal at this location is to install a Blue Badge Holders Only bay for the resident of no. 93.
6.2 One objection has been received on the grounds that it will remove too much parking and the applicant will park one of their many cars there without moving it.
6.3 The proposal follows a request from a resident for a disabled bay who has been assessed and meets the criteria for a bay.
6.4 Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
6.5 Councillor Hollidge has replied to confirm their support for the recommendation.
6.6 Recommendation: To not uphold the objections and install the proposal as advertised.
7. Site 8 School Place, Bexhill (Councillor Charles Clark)
7.1 The proposal at this location is a TRO amendment to ensure the school keep clear markings are enforceable and to install new no waiting at any time restrictions at the junctions.
7.2 One objection has been received on the grounds that vehicles will be displaced further into the close with motorists parking across driveways. One item of support was received for this proposal.
7.3 The proposal follows requests from our enforcement contractor for restrictions to improve safety and traffic flow.
7.4 Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
7.5 Councillor Clark has not replied to provide their views regarding the recommendation.
7.6 Recommendation: To not uphold the objections and install the proposal as advertised.
8. Site 9 Upper Sea Road, Bexhill (Councillor Ian Hollidge)
8.1 The proposal at this location is a TRO amendment to ensure the no waiting at any time markings are enforceable. Following the introduction of CPE in Rother district in 2020 the restrictions were not included in the map-based order and the TRO amendment is required to legally enforce the marked restrictions on the ground.
8.2 One objection has been received from a resident on the grounds that they would not be able to load and unload their vehicle in front of their property.
8.3 The proposal follows a need to correct the TRO.
8.4 Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
8.5 Councillor Hollidge has replied to confirm their support for the recommendation.
8.6 Recommendation: To not uphold the objections and install the proposal as advertised.
9. Site 10 Western Road, Bexhill (Councillor Ian Hollidge)
9.1 The proposal at this location is to replace the goods vehicle loading only 8am to 6pm bay with a loading only 8am to 6pm bay.
9.2 One objection has been received on the grounds that there isn’t enough resident’s parking in Western Road and is not related to the proposal. One item of support was received for this proposal.
9.3 The proposal follows requests for small businesses without goods vehicles to be able to use the bay.
9.4 Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
9.5 Councillor Hollidge has replied to confirm their support for the recommendation.
9.6 Recommendation: To not uphold the objections and install the proposal as advertised.
10. Site 11 The Finches, Bexhill (Councillor Ian Hollidge)
10.1 The proposal at this location is to install no waiting at any time restrictions at the junction of The Finches with Links Drive.
10.2 Two objections have been received from local residents on the grounds that the proposal will displace vehicles into the surrounding roads. Two items of support were received for this proposal.
10.3 The proposal follows a request from a resident to protect the junction and improve safety for residents.
10.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
10.5 Councillor Hollidge has replied to confirm their support for the recommendation.
10.6 Recommendation: To not uphold the objections and install the proposal as advertised.
11. Site 12 Church Road and The Green, Catsfield (Councillor Kathryn Field)
11.1 The proposal at this location is to install no waiting at any time restrictions at the junction of Church Road and The Green.
11.2 One objection has been received from a member of public on the grounds that it’s a waste of time and money.
11.3 The proposal follows a request from Catsfield Parish Council for junction protection markings.
11.4 Having considered the objection, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn.
11.5 Councillor Field has replied to confirm their support for the recommendation.
11.6 Recommendation: To not uphold the objections and install the proposal as advertised.
12. Site 13 High Street and Church Street, Ticehurst (Councillor Eleanor Kirby-Green)
12.1 The proposal at this location is to install no waiting at any time restrictions opposite the entrance to Hillbury Gardens and at its junctions with Church Street and Pickforde Lane.
12.2 Three objections have been received, one of which has been withdrawn. One objection was on the grounds that further restrictions are required further down the road as crossing the road here is dangerous. The remaining objection was from a local resident on the grounds that the restriction will encourage traffic to travel at speed when entering the village from the west. Four items of support were received for this proposal.
12.3 The proposal follows improvements to the area as part of the Ticehurst Village Centre project.
12.4 Having considered the objections, officers are satisfied that there are not sufficient grounds for the proposals to be withdrawn. The proposed double yellow lines will help to improve safety and maintain traffic flow by acting as a place to pass for vehicles.
12.5 Councillor Kirby-Green has replied to confirm their support for the recommendation.
